How to limit bandwidth for VPNGATE user

So I set up VPNGATE on my home computer but I want to limit the bandwidth so as to not affect my other Internet activities.
According to Google the way to do it is to select VPNGATE user > Manage Virtual Hub > Manage Users > Edit > Security Policy > Input the values for "Upload Bandwidth" and "Download Bandwidth". So far so good.
But when I click OK > OK I got this message "Unacceptable operation. Use the VPN Gate Control Panel to change the VPN Gate Relay Server settings."
And I'm really at a loss here, I can't find this control panel for the life of me.
Any help would be appreciated!
