Is it possible to setup SoftEther in a configuration similar to the usual OpenVPN mode,
that is:
- no bridging
- using its own DHCP to assign client IPs
- *but* do not push the default gateway to clients, so that Internet access on the clients use the non-VPN connection
- be able to push some routing tables on the client (since you don't push the default gateway, this is mandatory...)

OpenVPN function of SoftEther VPN can't push new routes to client.
But other requirements can be filled with the virtual DHCP server function.
Please set the routes on the client manually.
