VPN per location connection

Hello,
When setting up VPN servers in separate data centers, such as on the west/east coast or another country. Where a user can connect to any of the servers based on their preference and/or location.
What would be the best setup, each datacenter have their own VPN setup, or could this be setup for a central connection which would then route based on preference? Central would then maintain users permissions for a seamless experience across all vpn connections.
Any insight would be appreciated.
