can't create vitrual network adapter. HELP!!!

Hi i'm a newbie using softether VPN client manager after i install my softether VPN client Manager to my friend computer i can't see VPN Network adapter appearing in the menu so i try manually by clcking virtual adapter--->create new virtual network adapter and it process it been warned in the windows security that windows can't verify the publisher of this software and then the error code 31 is appearing and i wanted to know how to fix it so my friend can use this software for his sake

What OS do you use?
Try run VPN client with administrative privilegies.

It was win7 Home premium service pack 1
Intel corei5-3210M CPU @ 2.50Ghz 2.50Ghz
6GB RAM 64bit Intel HD Graphics 4000
Nvidia GeForce GT 630M Intel(R) 7 series C216 chipset Family PCI and already run as administrator even priviledge also run as adminstrator
