Did you try to use another port or protocol, e.g. switching from UDP 1194 to TCP 443? Another option would be using e.g. SSTP (Android, Windows) or the original Softether VPN Client (Windows).

are you using openvpn client or softether vpn client?
by the default config, openvpn use udp 1194 which may be blocked by isp.
suggest you try using softether vpn client and connect to port 5555/tcp
the 5555/tcp port also accept openvpn client connection, just change the .ovpn file to set the connection to tcp and port 5555.

my case: 1194/udp is blocked in my work internet.
on my pc I use softether vpn client connect 5555/tcp.
on my iphone (since there is no softether vpn client for mobile), i use openvpn client connect to the same 5555/tcp port

I suggest you to use UDP port 443 using softether client, that can bypass many restriction.

My company is filtering TCP 443 but UDP 443 is working good.
