No Connection with IPAD Air running IOS 9.3

Been using softether for many years and have not had any problem till now.

Running the server on Win 7.

Windows 8.1 tablet works fine

I-Phone 6S running IOS10 works fine.

I-Pad air running IOS 9.3 not working.

I am using the same client settings on both the phone and ipad, so you would think it would work properly.

Any help would be greatly appreciated.

Did iPhone and iPad connect to VPN server from same network at same time?
