Unable to connect FreeRadius server over pc-to -pc vpn.

My freeradius is running on port 1812/1813 and it is not accacable from the other pcs. Like 10.1.1.10 or 10.1.1.2.
But other service like ssh and windows sharing is working fine . Can anybody tell me how to make it work?
I dont have anything setup as iptable and to route is like here-

10.1.1.0/24 dev tap_vpn1 proto kernel scope link src 10.1.1.1
default dev venet0 scope link

tap_vpn1 is the bridge adaptor and added 10.1.1.1 ip to it.

You shouldn't assign same network address for separated broadcast segment.
