I would like to setup a cluster of VPN servers to ensure zero downtime.

That said, how do I ensure that if a client losses connection, that they default to one of the backup servers?

If someone can point me to the support doc on this, that would be appreciated.

I'm not aware of any similar functionality on SoftEther to be honest, but I'd solve this issue using a good DNS service.

AWS is a good choice, you have there a very good DNS features, LoadBalancers and Alerts. Just monitor the servers and let the load balancer/autoscaling kill/restart the machine for you

Another solution is Kubernetes on Google cloud
