how to issue .mobileconf file for apple users

I wanna know is there is any way to automatic create .mobileconf file for users who use iPhone ,iPad ,Mac ???

and for android how to automatically issue a certification to use instead the user type the username and passsword , pre shared key ,,,,,,etc
