Does any server provide SOCKS protocol?

Beside L2TP/IPsec OpenVPN,
Dose any server provide SOCKS or SSH protocol?

according to the document, VPNGate provide Socks4 by default,
but which port should I connect?

No. It's SOCKS in the context of SoftEther clients.
To connect to VPN Server via a SOCKS proxy server, select [Connect Via SOCKS Proxy Server], and then click [Proxy Server Connection Setting] and enter the required information. For more information about the settings on the [Proxy Server Connection Setting] window, please contact the administrator of the SOCKS server.

No. It's SOCKS in the context of SoftEther clients.
------I don't use Windows, only Linux and Android, and I belive there is not way to connect directly to these L2TP/IPsec/OpenVPN servers from China, So if there are SOCKS server, I can relay the connection.

-------How can I contact them? There is not contact information on the list.
BTW, Dose SoftEther has the same SOCKS port by default?

No information about Socks port in this document
If there are such servers, "contact the administrator of the SOCKS server" about port number.
