Why I can't clustering ?

Hello
I configure clustering by docker network. (docker network driver by host)
First
1. I used dhcp server in softether but don't use virtual NAT as stand-alone server.
2. I success the connect by vpn client
- I create virtual HUB as static mode.
Second.
3. then, I change the server as cluster controller
4. but I can't use dhcp serverver in softether vpn
why I can't use dhcp server in softether vpn ?
