working setup on my phone

I am using successfully SoftEther on my pc. Now I would like to use on phone. As I understand it, I can use L2PT with IPSec and from what I understand you have to do this:
Step 1. Install SoftEther VPN Server
Step 2. Enable L2TP / IPsec VPN Function on VPN Server
and then
Step 3. Set-up iPhone or Android (windows phone is not mentioned, why?)

I would go directly to step 3 :) where can I find an already working setup?

On iPhone, you can create directly create a vpn/L2TP connection. Go to Settings->VPN->Create-> Connection Type vpn

On my Android 5.1.1, L2TP is not supported out of the box, maybe download an app or so.
Or you can use openvpn App

Windows phone is not mentioned, because as far as I know, WP supports IKEv2 mainly as a VPN protocol (No OpenVPN). SoftEther does not support IKEv2.
But maybe there's an L2TP app for WP

thank you guys. mine is not a configuration issue on the phone. I wanted to know if someone has already created a server that works well on the phone

You mean a server configuration that has been tested using a mobile phone? Yes. L2TP on iOS or OpenVPN on Android

If I use L2TP or OpenVPN I can't bypass Fortiguard. Can you post here a server configuration that has been tested using a mobile phone?

OpenVPN uses port 1194 (can be changed)
L2TP uses ports 500,4500, 1701 (can NOT be changed)
If your firewall is configured to block those ports, or even worse, it allows only traffic from port 80 and 443, then you have two options:

Configure OpenVPN to use port 443 instead of 1194
This will work, if your firewall does not do deep packet inspection to separate SSL traffic from VPN

If this does not work, then you are left with the actual SoftEther SSL VPN protocol, which disguises as normal HTTPS traffic and has very high penetration rate.
This protocol however afaik works only on PC, but not on android/iOS
