How to Set Up a VPN

I would like help.

I need to mount a vpn between 2 places, in the first place I have a network where it has a server with a program. This program will be accessed in this network and should also be accessed in the second place by external employees.

1st what would be the best option to mount this vpn with SoftEther VPN server?

2º SoftEther VPN SERVER that is installed in the computer / server that has the system, in it will also have to be installed SoftEther VPN CLIENT to be able to communicate with external employees?
