How to embed vpngate plugin inside custom softether build ?

Hi again,
I build softether from the git repositary in windows with the sevpn.sln
I didnt install it but i used the exported executables inside the bin folder to test the program
I installed the vpnclient.exe service by cmd and i open the vpncmgr.exe
The vpngate plugin and the relay servers are missing if not installed.
I tried manually to use the vpngate plugins inside the same folder "bin" but again it doesnt see the relay servers.
It sees them only if i install the softether from its setup.
How can i use the relay servers without the need of install or setup in a custom build from the source code ?
