I have met some problems about the broadcast packet from SoftEther VPN server, and the frequency will cause all device under subnet will cause network adapter being shutdown.

I couldn't see your situation.
Why did you guess the cause of the problem is broadcast?
Is there any log?

Didn't you enabled SecureNAT and LocalBridge at the same time?
This may cause a packet loop. (as warned during securenat activation)
