In your bridge mode

are you using port forwarding to your second router?

Try DMZ ZONE. full pass through to your second router.

DMZ will allow both ways. Port forwarding is just that.

Which site does use IEEEE802.1Q?
If both, please leave the VLAN security policy empty.
