The vpngate's .ovpn file size and content format are totally different with OpenVPN's. So the clent of OpenVPN (Private Tunnel) doesn't konw it.
Anybody of official can update the .ovpn files ?

File sizes vary from host to host but probably by minute or neglegible amounts. The contents and the structures of the VPNGate's ovpn file that is readily available by selecting any random VPN host's OpenVPN connection method indicates that it is readily compliant with OpenVPN 2.0. The only differences is mainly the certificates which are mostly self signed.
Otherwise, the OpenVPN files on the VPNGate's website is fully compatible with OpenVPN 2.0. In addition to that it clearly also states this:
# Note that to use OpenVPN 2.0, you have to put the certification file of
# the destination VPN Server on the OpenVPN Client computer when you use this
# config file. Please refer the below descriptions carefully.
