DNS Research - A list of VPN relays available?

Hi folks!

We are a research team from a public university in Germany and we are doing DNS related research with an intersection of censorship topics. We would like to use SoftEther for probes of certain DNS queries. We are aware of ethical considerations.

For this, we would like to have a full list of the hosts that are part of the SoftEther VPN project. However, on the main page of this project, we can only find a small fraction of the 4860 public VPN relay servers. Is there any way to get a full list s.t. we can select the relays by country codes, for example?
We are aware that this partial list is displayed because of blocking and DDoS reasons.
