VPNに接続できません

全く要点を絞っていない質問で大変申し訳ございません。

このこのサイトを元にすべて丸写しでVPNを構築しましたが、以下のメッセージが表示されて接続できません。
「L2TP-VPNサーバが応答しませんでした。接続し直してください。それでも問題が解決しない場合は、設定を確認し、管理者に問い合わせてください。」

VPNサーバは上述の通り「さくらインターネット」、石狩に構築しています。
SoftEtherの設定は、私のローカルPC（m1mac）にて仮想環境（ParallesDesktop）でWindows11を起動し設定してます。

仮想Hubリストを確認したところ、以下の表示になります。

しかしユーザーリストを確認するとユーザは表示されません

何が間違っているのか皆目わからないので、教えていただけないしょうか？

最後のエラーについては、オプションの指定順序の問題のようです。
VPNCMD の /CMD オプションよりあとはすべてコマンドと解釈されてしまうので、/HUB オプションは /CMD より前に指定する必要があります。

L2TP で接続しようとしているようですが、L2TP/IPsec 機能は有効にされていますか？
