Unknown IP Connection From SoftEther VPN Server

I received several warnings from Microsoft Defender "Network Protection blocked a potential C2 connection" that SoftEther VPN Server is accessing the IP on several ports

154.216.18.34:59940
154.216.18.34:137
154.216.18.34:37920
154.216.18.34:60932

Does anyone know why this is so and is that IP legit?
I can't figure any use case for us to go to that IP address.

I try to block the above IP address in Source IP Address Limit List but gets an error saying it is not supported.

Maybe yet another like Why is the Softether VPN Client process/service using so much bandwidth when not connected to anything?
