The softether client can be connected and accessed normally through the broadband network, but cannot be successfully connected through the mobile hotspot network. The server address is accessible from the mobile hotspot network.

The VPN is either blocked on your mobile network, or you need to stop relying on NAT-T and forward the VPN port on your server.
