Installing virtual network adapter without GUI/VPNCMGR?

As the title, I need to know how to install the network adapter without running the GUI and creating it on the GUI.
Example :
I need that if I run a program(if possible in C# with code), it automatically installs the VPN adapter with name : VPN.
I already tried devcon with neo_x86.inf, .sys and the file inf.cat but it didn't worked, it says "Failed" or something like that.

Could you help me?

You can try to use vpncmd.

VPNCMD hasn't the function to install an adapter

There is the command.
