How to block outgoing p2p traffic?

Hello, how can I block only outgoing traffic p2p on the vpn server on ubuntu 14.04? This is necessary so that users can only download files, but not distribute them (seed them). At the moment, due to the distribution of files come abuses. And you need to move all the time.

If limitation by port is not enough, how about intelligent firewall?
