This is just a quick conceptual type question, so I won't supply ALL of that information needed for a more detailed issue. Quick background Info...about a week ago I installed SoftEther VPN Server on my 32 bit Windows XP Pro Compaq notebook computer that I purchased in 2006. The installation was quick and seemingly perfect with no problems. But because I ended up then having a connection issue that I won't go into yet on this post, I ended up turning on the SecureNAT function with it enabled for both NAT and DHCP. It assigned itself the IP address 192.168.30.1 as the default, which I allowed. So my question is this...shouldn't I be able to PING this IP from the machine that it's running on...the Windows XP computer that's running the very SoftEther VPN Server? I ask this because ping'ing this IP address does NOT find this IP. (Nor, if it matters, do I see any hint anywhere in Windows that Windows is at all aware of this virtual NAT or virtual HUB, such as that there is no listing within the Windows "Network Connections" for it, nor does it show up anywhere that I could see within the 'netsh' utility). So please if some of you experts out there could let me know if this is normal then I will greatly appreciate it, being that I would think that if the VPN Server system was working entirely correctly, then I should be able to ping it especially from on the very machine that it is running the server itself on, right? Thanks!
By the way, I had to create this account on the forum via my free wifi in my apartment complex rather than via my standard Verizon Wireless type account because apparently the dynamic IP that has been assigned to me currently was recently used by some irritating spammers out there and got the currently-assigned Verizon IP "BLACK LISTED". I don't even have any mail servers operating on my computers, with my handling all of my email via webmail accounts. So it's really not very fair to me in this case. I was ONLY able to create this account here b/c I have a 2nd computer that I'm using now (running Windows 8) that I used to do so over the free apartment Wi-Fi. Anyway, so if I were to accidentally forget and use my Verizon ISP with that current IP right now to connect back to this forum again BEFORE the period for the blacklist for it has expired on the 25th of this month, would doing so then blacklist my ENTIRE Forum account here for me I wonder? I would hope not, but I'll try my best to remember to ONLY use this Free WiFi to connect here so that such a thing won't potentially happen. Thanks.

Your guess is right. Any host can't access to the host behind SecureNAT.
