[Win] Connect VPN via command line only?

Hello,
I wonder if is it possible to connect my vpn server by command line? I mean without the VPNClient manager GUI on Windows, just like as connecting on the Linux?

Do I need to VPNClient Manager installed on my Windows PC or is there any other way to connecting VPN by using only command line?

Please use VPN Client Manager with Wine.
