Creating VPN Relay Point / Setting Up Server

Hello,

I was able to locate a guide for setting up the VPN server, but I wasn't able to find a download link for the server-side application.

Always was getting linked back to the main application download page, as in, the client-side. Is it both integrated in the same software?

Also, I found a tutorial / a way to offer my PC as part of the network, but I was wondering, is there a way that I can use this software, not giving access to everyone, but only give access to 1 person? I mean, like to set-up a VPN relay server on my PC and password it or something, so that only few people can use it or it's either I give access to everyone or no one?
