Why so little “L2TP IPSec VPN” connection type？

Why so little “L2TP IPSec VPN” connection type？

I can not connect “softether vpn” or “ssl-vpn” connection type.
I can only connect to “l2tp/Ipsec” type of connection.
However, very little of this type
