Configure a SoftEther server at this site to run a Cascade Connection to another SoftEther server that can accept connections on a real IP address.
Afterwards, on the LAN segment with the cameras, create an L2 bridge or an L3 route according to the SoftEther documentation.

SoftEther can do this using regular computers. VPN hardware appliances are not required.
