SoftEther in low bandwidth lines is very slow

hi
this software is very good & advanced but, in low speed lines like dial up or a 128 kbps line, is very very slow
i test it for web browsing, when without softEther , the page load is good but when i connect to softEther, pages loaded very slow :(
i tested it from my high speed server & another servers from vpnGate but, they are too slow
in high speed internet is very good and no problem
can i resolve this program? or need to fix it from developers?
