VPN Cable Unplugged message

VPN Client - Cable Unplugged. Spent much too much time trying to resolve thismyself, know the cable is good, bought a new one to prove it. Have checked and rechecked
imputs until I am somewhat mad. Know the modem is okay. Played with the adapters and disabling and enabling etc. but the damn message with a little red X continues
to haunt me, prevents me from using VPN which I love.
I have a PC with XP operating system, Desktop.
This has to be a common problem, no?
Any help really appreciated.
