SoftEther VPN client act like as an Ethernet adapter.
Many Windows services try to send broadcast query and announcement to the Ethernet LAN automatically.

I suggest to stop Windows file sharing protocol on the virtual network adapter.
If you use broadcast based network service like as Bonjour or UPnP, it good idea to stop it.

Please install Wireshark to snoop traffic on the network.
Wireshark can analyse network traffic on specified adapter.

I suppose there are some malware or botnet agents in your computer.
You should check your PC with anti-virus software.

Did you try a packet capture?

When you see where to send the packet, please try to look at the processes that are sent in "netstat-ab" command.
