I'm not sure about the current situation but last time I used a WDTV, it doen't support VPN connections (or just PPTP, but PPTP isn't supported by Softether/vpngate).
You can do it easily with the help of a (windows) PC (ICS: Internet Connection Sharing).
So, you connect WDTV with you PC and your PC is connected to Japan-VPN. Its not very complicated, but the "exact" solution depends on your local enviroment.
I suppose your PC support wifi, then open a terminal as administrator (search for CMD, rightclick and run as admin) and enter:
netsh wlan set hostednetwork mode=allow
netsh wlan set hostednetwork ssid=WifiIsFriendship key=HelloNSA keyUsage=persistent
netsh wlan start hostednetwork
Now, you PC is a wifi-router ;)
Open vpngate and start your vpn-connection.
Open your networkconnections (search for "view network connections), I mean this window (
http://07q.de/viewNC). You will find one connection called "LAN-Connection 18" with a "Microsoft Device" (on my screenshot, its called "LAN-Verbindung* 18"). Rename it to something you like (for example: VirtualWifi) or notice the name.
Right click on your VPN-Connection (VPN Client Adapter, on my screenshot "VPNGATE") and select properties. Select Sharing, mark the checkbox and select your virtual wifi. (

Now you have a Wifi-Network, connected to the vpn. Just connect your WDTV to the "WifiIsFriendship" network.
If WDTV doesn't support DHCP, set the IP to:
IP: 192.168.137.2
Netmask: 255.255.255.0
DNS: 192.168.137.1
Gateway: 192.168.137.1
