LAN-TO-LAN Amazon 2 VPC

I want to setup a LAN-to-LAN all on Amazone EC2.
[I previously setup a Remote Access to VPN Server - in which case I did not build a bridge but used Secure NAT).
Having no luck with the LAN-TO-LAN.
Do I need to setup Bridges?
DO I need to setup Secure NAT/DHCP
Other than from the server on each side, do users need to also use a client to login?

Other than from the server on each side, do users need to also use a client to login, or does the Cascade connection create the connection for everyone?

Sure,
I have two virtual Private clouds existing within Amazon EC2
Cloud #1 and Cloud #2
I want a VPN connection from Cloud #1 to Cloud #2
[When I had previously set up a simple VPN Connection with a VM on Cloud#1 as the VPN Server, and a VM on Cloud#2 as a client, it would not work if I used a local bridge with the VPN Sever. In fact, I was told I could not use a local bridge)]
So I tried using a local bridge and VPN Server on both ends and no luck.
the private networks on both clouds are 10.0.0.0/16. Is that an issue? do they need to be different?
