No plan, because Windows has its built-in IPsec/IKE client.

I was not asking this question specification about Windows support.
Meanwhile, native IPSec support in Windows is far to be smart.
For example:
- AES is not supported as an Encryption Algorithm with netsh

- try setting up peer id type to email,

According to the SoftEther cross-platform multi-protocol VPN vision, I will find important to have a feature rich IPsec implementation for SoftEther Server, Bridge and Client with support of scenarios among:
- Secure Virtual Ethernet over IPsec (EtherIP: RFC 3378 or IP-Only LAN-like Service over IPsec)
- Routing-based VPN - Static and dynamic routing over IPsec tunnels
- Site-to-Site VPN
- Remote Access VPN - Client and gateway(concentrator)
