I downloaded softether for Mac, but I cant see any sign of an app which can be used to setup the vpn server

You have two options:
1. Use the VPN Manager for Windows (you have to run it on any Windows OS machine)
2. Use vpncmd

I want to setup this vpn on my mac, and I downloaded all the mac stuff but it still does not work

Something like this softether-vpnserver-v4.09-9451-beta-2014.06.09-macos-x64-64bit.tar.gz ?

Keep it short, simple. Use vpngate.net.
You have nothing to do with SE VPN server.
