Site to SIte VPN With Clustering

As it seems for a Site to Site VPN, only the main office site can be clustered and we can't have a cluster at the Branch office as we can't create a cascade connection over a cluster.
So, how will we solve the problem when a single VPN server running on the branch office is not able to handle the load.
In this environment, can we install multiple VPN servers talking to the main office and we will have a LVS as the load balancer among them. As I understand LVS does not terminate any connection, it just forwards by setting the rules at the Kernel. So, can't this work as a load balancer for VPN?
Is this solution has any issues/limitation.?
I am also hoping the author will let us know the plans for supporting clustering over cascade connections too. It is a great product, so why to live with limitations?
