I didn't find the command in vpncmd.
How to force use SSL-VPN (over HTTPS) connect mode?

You can force by following command.
AccountSet name /SERVER:hostname/tcp:portname /HUB:hubname

What is the command to force use SSL-VPN over HTTPS mode?
