I have problem with the installation

I have downloaded the latest version of the VPN program. Once I click to install the message came up as you can see in the pic. Are there any way to fix this problem?
Window 7 (32 bit)

There are several questions like yours here, but even the developer doesn't know a right solution (or just ignoring this problem). There has had no answer so far.
Let's try to find out if you are ready.
Which antivirus software do you use?
Have you tried running the setup with the elevated (run as administrator) mode?

I turn my anti virus and firewall off
I also try on run as admin
still no hope

Could you try to uninstall the anti-virus software?
