Can't install client because of EULA screen

i've been trying to install softether, but I haven't been able to because of a pretty silly reason. On the end user license agreement screen, I guess you're supposed to scroll down to the bottom before the accept button appears, but somehow the text field is broken and scrolling doesn't work properly. I can get it to scroll by highlighting the text and dragging down to the bottom or be switching it to right-to-left so i can see the scroll bar, but no matter what I do I can't seem to accept it and i can't proceed with the installation.

I have tried disabling aero, restarting, and using older installers to no avail. I would appreciate some help

Don't you get a check point "I agree..."?

As you can see from the screenshots, no I don't.
Tabbing to it and pressing enter also doesn't work.

Btw, tabbing and pressing enter won't help, because spacebar is used for the selecting of check box item.
I think it is a local Windows 7 issue because, as you can see, there is slight window drawing difference between your screenshot and mine. Anyway, let's try to find out what a .... is that :)
I would be helpful if you could try to install the software on other computer.

OK, I have tried to install the software on the clean VM Windows 7 SP1 with the latest updates installed.
Aero enabled and disabled.

See the difference?
Did you play with desktop enhancements software?
