Packet obfuscation does not work on SoftEther server ???

Why SoftEther does not circumvent traffic as Tor does ?

For what I am reading around, SoftEther will only circumvent censorship with the VPN Gate system,but not with the regular server / client ? Does it mean I need to use VPN Gate instead of making my own infrastructure to circumvent censorship ?

Yes.
SoftEther VPN itself doesn't have circumvent traffic function.
