IPsec without L2TP

Is it possible to allow IPsec without L2TP

IPsec on its own is very common for M2M (machine to machine) VPN connections, and it would be nice to use SoftEther as the VPN server if it could support only IPsec.

No.
SoftEther VPN is a L2 VPN. But IPsec is a L3 VPN protocol. These are not compatible.
