Different WAN IP - Cant Connect from Public IP

I have a public IP set to forward the ports to the internal server running SoftEther. I can connect and everything works internally, but not from the public IP. All ranges are being forwarded and all other protocols work like RDP and SMB. Could this have to do with the WAN IP this machine sees for Internet traffic is different than the one I am using to forward VPN traffic to it?

You cannot connect to your server using external IP, because all ports are used by server. I have this same... i cannot connect via my public IP, but via local ip i can connect.
I used other mobile internet, and i can connect to my server using external IP :)
Maybe.. you have this same issue.

the reason why it is not workin is that your router have no nat reflection enabled.
search this Feature in your router an enable it. only with nat reflection you can connect from internal Network with the public ip.

What do you mean? I am using mobile internet outside of my LAN to test the connection, I'm not trying that WAN IP from inside..

What error code is shown when you connect to VPN server?
