something weird

Hi,
I surf from college, and I get something very wierd.
when I try to connect softether vpn on port 443 in other country it work very good,
but when I try to connect to ip from same country like me I get Error 1.
maybe something in firewall or block in the wifi?
there is way to bypass it?
