VPN Azure maybe able to do this but not with all the fancy script of setting you up as host, informing your friends to go visit some link and have it all web based, etc. The point of VPN Azure is to make internal network resources accessible from outside that network.

If you are willing to pay someone to set it up for you, why not look into hiring a network engineer of some sort?
