You can use the windows remote softether client manager to configure the linux vpn client.

1) You need to enable the linux vpn client to accept remote admin, you could do this by vpncmd "RemoteEnable - Allow Remote Management of VPN Client Service"

2) After enable the remote admin option, you could admin the vpnclient by softether windows GUI "Manage Remote Computer's SoftEther VPN Client".

Did you run vpnclient as root?
