Is SoftEther VPN completely anonymous for using Skype?

Hi all.
I live in a country in which the government censorship of Internet traffic.
How to protect your traffic from outside the surveillance?
I do not understand VPN technologies good. Please help.
Question 1.
Is SoftEther VPN completely anonymous?
Can I trust SoftEther VPN my safety and life?
Please prompt methods to protect itself.
Question 2.
I need to use videocall Skype.
Is Skype connections through SoftEther VPN will be completely anonymous?
And how can I build a net in this case?
May be enough SoftEther VPN Client on home PC?
Or need to install SoftEther VPN Server?
On home PC or on virtual Machine?
May be need to use VPS or VDS?
Please give a reliable anonymous system for using Skype.
I need detailed tutorial for noob. Step by step.
I use Windows 8, Avast Internet Security and TP-LINK TL-WR741ND router.

All VPN softwares allows you to go outside not from your house door but from your neighbor house door. Anything else is the same.

Unfortunately, I know not much like you.
And I did not get a full answer to my questions.
Which method is best for anonymous using Skype?
1) Only SoftEther VPN Client on home PC.
2) SoftEther VPN Client on Virtual Machine + SoftEther VPN server on home PC.
3) SoftEther VPN Client on home PC + SoftEther VPN server on VPS/ VDS.
4) Another embodiment?
Which method is best for 100% anonymous using Skype?
Who has any opinions?
Please give a complete answer.

To fulfill this option you need to connect to vpn server to route your traffic.

This option = no vpn network

This option is good if you dont trust public vpn gateways.

Skype or others softwares which are close source programs and creators may spy on you by identify your PC (not your PC location) and report it. VPN cant help with it. It can help you to hide your IP.

1) How can I safely hide my PC's data?
What settings I need to change or hide an how can I do it?
Can using CCtools, ID Blaster, RMOSChange help me?

2) If I will use SoftEther VPN Client on home PC + SoftEther VPN server on my anonymous VPS/VDS, what are the risks?
Which data the VPS provider can receive?
Does the VPS provider sees traffic from SoftEther VPN Server to the sites?
VPS provider may have logs as I configure the SoftEther VPN Server - my login and password. Or not?
Can VPS provider access my SoftEther VPN Server?
And can the VPS provider to determine where the physical address of SoftEther VPN Client?

All of them 'YES'.
I think you shouldn't trust Skype for your life.
