Then you use clustering SoftEther stops sharing Internet. It become load-balancing / foul-tolerant private network (like to access work network). If you want to share Internet you have to make it by yourself.
VPS OS is linux? google -> linux iptables masquerade

have you created the tap bridge with hub? Assigned IP for vps tap ?

Can you ping 10.70.1.254 from client ?
