l2tp/ipsec works with windows phone 8.1 but not with iphone

hi,

i had a problem with my vpn srv over fritzbox to connect with my windows phone 8.1.

this work at now:

But i have now the problem that i can not connect with the iphone 4s. i get the error if i would connect me with another user as this wich work on the wp, server not responding. but why all ports are forwarded.(udp 4500,500,1701)

i ask you for the help?
