OpenVPN client does not bring tap device up

When using an OpenVPN config file which is generated by SoftEther configuration utility, and replacing "tap" with a "tun" configuration in the config file, the OpenVPN client still connects, but does not bring then tap0 interface up. In such situation, if I manually bring tap0 up and "# dhclient tap0", everything works as expected.
Reading OpenVPN docs, such settings are supposed to be pushed from the server? Maybe SoftEther forgets to do this somehow? OpenVPN logs on the client show:
PUSH: Received control message: 'PUSH_REPLY,ping 3,ping-restart 10'
(And no other options are pushed.)

OS: Debian 7.x Wheezy
