Do you mean how to create user account in vpn server?
or
If not , to access vpn server, you need to install vpn server manager on your windows machine and try to access the server, at first when you connect it asks for password to set.

The credentials should be provided by your VPN provider.

If you are using your own server, you need to create a new user.
